I use photoshop man. xd
However i'm probably going to download gimp and try it out sooner or later.
Since its free.

I couldn't find out on my own..

Make a new layer then go Select>All (Or just press ctrl+A) then go edit>Stroke Selection just change the settings to 1 or 2px click okay then that's your border done. ^_^
