I've seen the Japanese version because i prefer sub to dub but that last part where Lelouch laughs hasn't been there. Could be a fan made rendering ? Also Ichiro Okouchi i think said in an interview he did that last part to let fans think about how they wanted the end just like it is said in the end of that video you provided. Actually from what I read the Japanese was the original. It was when it was translated that they made the decision to re-edit it so that the fans could decide their own ending

Which stakes the claim that Lelouch now has the same power as C.C. How did he obtain it? The same way that Charles did, by having a present holder of the code die and then the geass user with both eyes dying and inheriting the Code. Lelouch as in his former identity is dead just like C.C. no longer has her former identity.
