My personal smartness tier list

I'm gonna try to catalogue the characters of Naruto based on smartness/tactics mastery. Just my opinion, corrections always welcomed.
Anyway, I'm bringing just human characters here, No BZ or Ootsutsukis allowed.
Also, I'm not even bringing people from Kabuto's revived army, I don't feel like I know enough about them, since they were nerfed (their strategy was presumably based on their full power, so it's not big deal to value them by what we've seen. That's why you won't find people like Hanzo and Muu here) and eventually mind manipulated.

Remember that valuing the intelligence of someone is not as objective as valuing his strength.

Anyway, I passionately disagree with the Nara low placements- even if you are just talking battle tactics.

The fact that Oro, Kabuto, BZ & Shikamaru are below Kakashi? Is a little bit painful. Thanks for making the list tho

It's not low at all anyway, I clearly said I wasn't going to put BZ in my list, so don't know where you saw him. Shikamaru still lacks the experience Kakashi has, and Oro sometimes is arrogant, that's why I placed him so "low". You can be right about Kabuto tho

I would place Madara above Naruto/Sasuke and definitely Obito.
He was a walking library, Obito impressed as "Tobi", but he only used Madara's knowledge as well as his name, so I find it unfair to give Obito more credit in this. Also, Madara was able to outsmart Hashirama and.. even more important.. Tobirama (when he faked his death with a Kage Bunshin, a jutsu that was created by Tobirama himself).

Besides that, the list looks nice. My favorites (Konan, Nagato, Kakuzu) are all not the smartest people in Narutoverse, so I can't complain.

Same stuff, Madara's arrogance damages his tactic intelligence. Madara was outsmarted by Hashirama during their fight at the Valley, when he used the Mokuton clone. He was "outsmarted" by Obito too, when he caught off from him the spirit of Eight and Nine Tails.

Nagato was a dumbass, Kakuzu and Konan weren't, so they can't even stand together.

Obito himself stated that if Itachi knew about his intangibility, he (Obito) would be dead. Obito, unlike Itachi, was very smart but he had a penalizing tendence to lose control.

lol This list was made by a child with a favorite character. Seems like you emphasized your favorite at #1 and obviously threw everyone else in there with no consideration, Itachi is not the smartest, Obito outsmarted him, and I put Minato above him any day.

Who is smarter is something hard to tell so we must go with Kishi stats.

Naruto and Sasuke are too high they only had 3 (Naruto) and 3,5 (Sasuke) while Sakura have 4.

Also Sasuke admit at first part of chunin exam that he dont know answer to any question while Sakura knew all of them.So she is smarter than them.

Also Tsunade,Hiruzen,Ororchimaru,Kabuto has 5 in inteligence and they deserve to be above Naruto and Sasuke.

The intelligences of Naruto and Sasuke currently differ vastly from how they were portrayed in the third databook. Sasuke is analytical and his deductive abilities have improved a lot ever since he relinquished his hatred and desire for revenge/revolution. He was always calm and analytical, but he seems far more composed. Regarding Naruto, he can comprehend any material due to his Six Paths Sage Mode. He is also very creative.

Therefore:
