My personal smartness tier list

I'm gonna try to catalogue the characters of Naruto based on smartness/tactics mastery. Just my opinion, corrections always welcomed.
Anyway, I'm bringing just human characters here, No BZ or Ootsutsukis allowed.
Also, I'm not even bringing people from Kabuto's revived army, I don't feel like I know enough about them, since they were nerfed (their strategy was presumably based on their full power, so it's not big deal to value them by what we've seen. That's why you won't find people like Hanzo and Muu here) and eventually mind manipulated.

Remember that valuing the intelligence of someone is not as objective as valuing his strength.
One, in fact, can be a cretin in the ordinary life and a skilled tactician in the battlefield. Naruto is the perfect example of this.

Madara outsmarted Hashirama, Tobirama and pretty much the entire world at that time since his battle with the First, that he died during that Battle. and he has the second biggest influence,
without Madara, there would be no Tobi, meaning no attack on Konoha 17 years ago, no Uchiha massacre, and even no rinnegan, because Madara was the second user to possess such eyes after Hagoromo, and he gave them to Nagato, so we wouldn't have Nagato either.
3. Obito, who serves as the cement to the Naruto Plot, I like Itachi alot, but Obito outsmarted Itachi, into escaping his amaterasu, and fooling Itachi into his grave, thinking he was Madara Uchiha, Itachi may be the solo king, but even the solo king was deceived by the solo emperor.

The rest is whatever, because these three shinobi's is what made Naruto the way it is, without their "smartness" there would be no Naruto.

I can't agree simply because in terms of Naruto, their are two types of intellect.

1. Strategy

2. Fighting Geniuses, for instance, Naruto isn't the smartest, but he is a fighting genius.

And it was her analyzing Kamui as the first of all.

It was her that passed the first part of the Chunin exam without cheating.

Who is smarter is something hard to tell so we must go with Kishi stats.

Naruto and Sasuke are too high they only had 3 (Naruto) and 3,5 (Sasuke) while Sakura have 4.

Also Sasuke admit at first part of chunin exam that he dont know answer to any question while Sakura knew all of them.So she is smarter than them.

Also Tsunade,Hiruzen,Ororchimaru,Kabuto has 5 in inteligence and they deserve to be above Naruto and Sasuke.

The fact that Oro, Kabuto, BZ & Shikamaru are below Kakashi? Is a little bit painful. Thanks for making the list tho

I would place Madara above Naruto/Sasuke and definitely Obito.
He was a walking library, Obito impressed as "Tobi", but he only used Madara's knowledge as well as his name, so I find it unfair to give Obito more credit in this. Also, Madara was able to outsmart Hashirama and.. even more important.. Tobirama (when he faked his death with a Kage Bunshin, a jutsu that was created by Tobirama himself).

Besides that, the list looks nice. My favorites (Konan, Nagato, Kakuzu) are all not the smartest people in Narutoverse, so I can't complain.
