2. Shikamaru, Naruto, and Sasuke (Again, do I need to explain?)

3. Kakashi (Gathered alot of intel from Lord Itachi, hell, his intelligence is what kept him alive.)

4. Kabuto (Could just use his Cards fml)

5. Tobirama and Minato Namikaze (Created half of ninjutsu, perfected FTG.)

Madara needs to be up there... Kakuzu was smart too. Minato was a genius as-well for constructing the FTG which was a better copy than Tobirama's idea, and Minato also created the Rasengan.

Eh you could have made it better but that's all my opinion.

Minato Orochimaru deserve Tier 2 status

The only one of those that he actually CREATED was FRS, other than that, it was either already there (Kage Bunshin) or it only took a beasts cooperation, then usage of a technique that was already there (BSM)
