He doesn't need to. 4/1000 of a second is enough to seal somone. He activated Susano'o in 1/1000 of a second on his death bed. Totsuka and Yata are another 1/1000 of a second each to activate, and 1/1000 of a second for the fabled Totsuka blitz.

OT- also he put up a weak susanoo at 1/1000 of a second yet for him to achieve v3 he needed more time. Nobody ever said he could bring up a v3 susanoo in 1/000 of a second.
