BECOMING HOKAGE WILL MEAN FREAKING NOTHING.
For one, becoming hokage won't give him the power to 'revive' his clan.
For two, if you just mean like repopulate, I'm pretty sure he's already got a pair of nuts.
For three, if you mean make everyone accept his new clan (however he intends on bringing them back) he doesn't need to become hokage to do this.
