Yep he had the final villain powers.
He is the only guy in OPverse to have 2 devil fruit powers.
He is a Yonko.
He is also a D.
He was responsible for the death of Ace and WB.
His devil fruit is one of the strongest fruit shown in OPverse.

He still isn't at the power level even withthose two fruits to be the final villain yet when there are still people who could take him out like the 3 admirals. If the 3 Admirals went at his crew like they did WB we'd get the same result right now, BB won't be final villain level until it's final villain time.
