That might be!. The specifics of chapter 190 & 191, their interaction felt like such. And Dabi uses Blue flames qurik. Maybe before Shouto, Touya is the first born son?. And Enji because of obsessive nature & greed for power, somehow conspired to the events currently in his family?. Feels like it.
