The Characters in each tier are not in order and features multiple versions of some characters. No Hamura, Ashura and Indra due to no feats.

If you disagree with my list tell me why and I'll try to fix my list.

I agree with #2, Edo Itachi is able to seal up Edo's and take out both Orochimaru and Kabuto so he should be up in their Tier. Other than that this is a pretty agreeable list.
