But Chinjao used to be a legend! He was worthy of it! I think Dragons second in command should have CoC... Other than the ones we already know I feel that only Sabo, Dragon, Mihawk, Kaidou, Big Mom, Zoro, Law/Kid (whichever mirrors Whitebeard), 1 or 2 Admirals, Garp, Cobyy and Gaban will have Haoshoku Haki. Technically that's not very many people.

I suppose the criteria would be that they need very high potential and need to be quite a key player in the New World... To be honest I think a "prime Chinjao" would be about as strong as Magellan, we just don't know and probably never will. She's got strong will... chasing Luffy takes quite a will! Every woman I know would give up on him xDYe but there wasn't a criteria for them.
What gets me is people like Chinjao having it and, like you said, not being too far up the tiers and the fact it is meant to manifest in people with strong will...arguably Chinjao has some sort of will but Hancock hasn't really shown to be that strong willed. More of just some really self obsessed woman

Chin Joa isn't a legend bro..people like Shiki and WB are legends not Chin Joa and I agree Sabo should have it..but thats my biase preference..so u can't take my word for that. But Chief of Staff of the RA is a top ..top position in the world of OP so I wouldn't be the least suprise if he have it.....because its a way bigger position that being the leader of the Happou Navy...even though Leaders=Kings
Too me the criterias for Kings Haki is you have to be a king of leader..hence the name Kings Haki..or you have to have a high ranking position in an organization or the worldYe but there wasn't a criteria for them.

Which is the reason why everyone thinks Dragon will be extremely advanced in it.
And ehhhhhhhhhhhhhhhhhhhh, I guess. I just pictured all the users to have a goal or something they want to change. The advanced users in it at least.

I doubt Coby will have Haoshoku Haki. He will be a Haki beast with the other two types of Haki no doubt but Haoshoku for him seems bit of a stretch IMO. People are born with Haoshoku Haki which means they are strong willed from the start. Coby was a cry baby on introduction. He became strong willed later on. He was even going to leave the battlefield at Marineford. A person born with CoC would never do that. CoC characters are self confident and self motivated most of the times. Coby gets his confidence and motivation from watching Luffy. He didn't believe in himself at first. All CoC users have complete faith in their own abilities from the start.
Agreed, but it seems to be inherited so...cos even Garp stated at Marineford Luffy should have it since him and his son did.
