Except that Somalia possesses none. Somalia is terrorized by terrorists called Al-Shabab, and all foreign aid from other countries are restricted due pirates stealing all foreign supply from the seas and the terrorists bombing down any foreign plane they see. Over 50% of the UN aid goes to rebels.

The reason why Somaliland doesn't suffer same fate is because they have supplies and resources to fight back as well as monitor the whole region. The rebels are clan men from other tribes than what Somaliland has. As to why rebels do this, it's because they're simply assholes.

IIRC Djibouti's official language is now Arabic, Puntland is an autonomous state and Somalia is a failed country.
