He means Gaara is in the movie, therefore Sasuke failed to kill him. It's a retarded way of thinking imo since I doubt anyone really expected Sasuke to kill Gaara.

That's honestly one of the most cancerous proof or retardness I've seen on this base. Statistical wise, we lack concept for 4 of the Kage, and he says Sasuke failed because 1 of them (The one most likely to be spared) is still alive. Dat IQ
