I'm not trying at all to be funny but if you look at the end of the quote the part "to draw" is not there. I was wondering did he ever say he was his favorite...while not including the "draw" part?

No. I've seen three or four translations that said "he has become my favourite character to draw."

The naruto wiki has it like that also, and they have two sources for the comment I believe. Just look up Sasuke Uchiha. Kishimoto is actually VERY unattached with his characters. He couldn't even picture going on a date with one. They had to force him to answer.
