If Muu was as strong as you are trying to picture him... then why in hell facing a far weaker Madara than the one we see now both him and Onooki were threatened and treated like dogs and did nothing? Muu might be strong but even side by side with Onooki he was scared shitless of Konoha.

I wouldnt really say underrated... I think he is definitely in the bottomhalf of the top ten, also keep in mind that every has limited chakra and that jinton cant just be used all the time

That was all to build up how Madara appeared to the audience. Living Madara without Rinnegan would have trouble with Mū.
