Jiraiya wins this with high difficulty, his enourmous summons, swamp, his immense amount of jutsu his Sage Art, Goemon, Genjutsu, Oodoma Rasengan and he is actually quite intelligent though sometimes it doesn't look like it lol.

Muu can't be sensed through chakra, but what about smell? If he was completely undetectable(other than in perfect situations for someone like Gaara) he'd be considered arguably the strongest ever. A toad's sense of smell is quite good..Jiraiya or Ma and Pa could sniff him out, if they can't detect him by other means. I doubt he can turn his scent in to nothing..

Jiraiya. His barrier will sense Muu and so he can get him or get away before he prepares Dust release, if all things fail, there's always Pa and Ma with genjutsu.
