I think Muu too, because Muu can not only fly but also use long range attacks that could be way out of the Raikage's reach.

Also, Naruto never battled A, and even if he had battled A and had difficulty with him and didn't with Muu, it wouldn't mean anything.

I say muu because A's fighting style is taijutsu and muu can not only stay out of range but out of sight as well (turn invisible)
