3rd raikage IMO,Muu needs to touch 3RDraikage or should be in near range in order to use jinton or Weight increase jutsu.3rd would use the hellbringer to finish Muu.Muu then splits and he would have no power to Jinton.so 3rs raikage takes it then

1 mu can turn invisible and the raikage can't sense him
2 mu can fly while invisible
3 all the raikage's physical attacks won't work on him cause fission
4 jinton can destroy his armor and him
5 even if the raikage is fast, mu can get enough disrtance between them so when he has to turn visible to use jinton against him in the air or vice versa he can get in close when the raikage can't see him and can't react in time to dodge jinton at close range

The Sandaime is fast, but in lacking a form of Jikūkan Ninjutsu, he won't be able to avoid or escape the AoE produced by a cubical variation of Mū's Jinton. He won't be able to discern the Tsuchikage's position (given his camouflage technique), nor will he be able to land a decisive blow should the latter choose to fight from a remote aerial standpoint. Given the Sandaime's speed, maintaining a considerable distance between him and his opponent may work against Mū as it gives the Raikage more time to react to a cylindrical form of Dust Release (which, by feats, requires Mū to reveal his whereabouts). I ultimately see the 3rd falling to Jinton, but incompetence on the Tsuchikage's part could very easily hand him the match, as the battle of attrition is something he simply will not lose.
