I think the Raikages will win this because Muu wouldn't be able to go invisible for long since even Onoki won't know where he is and might accidently hit him with Jinton. Both Raikages are fast enough to dodge Jinton and they are incredibly durable.
Muu is not very durable since he had to split for a rasengan but his invisbility and sensing will help make up for this. But I doubt even if he knew one of them where coming that he could react in time.

Eh? The Tsuchikages take this with moderate difficulty at most. Both can go airborne and evade the Raikage's attacks. Neither of them stand a chance of evading or tanking a Jinton blast, none whatsoever, especially since Muu is undetectable and can catch them off guard. As soon as the opportunity presents itself, Muu will become visible and take them out. I don't know what you think Sandaime and Yondaime Raikage are going to do if

They won't be able to just throw off a large Jinton at the beginning because it's in a forest so they have to find them. A and the 3rd Raikage could search the area really quick.I think the 3rd Raikage could tank a normal Jinton but not that massive one Onoki did against Madara. A could probably dodge a Jinton if he is in version 2.

True Muu will be able to sense them but if they keep moving or even split up then they could still win.

Mu and Onoki win for sure. The location is a forest which allows Mu to go invisible and Onoki to make some rock clones and some weighted rocks. The real Onoki would then go up in the air while Mu gets in position. He should be able to take out at least one of the Raikage's. Preferably the 3rd and then the two of them should be able to handle the remaining one.
