If madara were the original tobi then it should be safe to assume that he had been collecting sharingans long before the uchiha massacre. For all we know, the eyes he has on that page are some random uchiha's. Of course there is the possibility that madara did not give nagato his rinnegan. Tobi/madara have been known to lie...
