ok so to start with shisui was a part of danzos secret organization, and the requirments to b a part of that underground organization is for a person to kill the other person they trained together with as danzos final test, eg . Sai killed his brother ,as a result he passed danzos test.
so shisui did the same with his closest friend in order to pass danzos final test ,in order to b a part of the organazition. So thats how shisui uchia achieved his ms!!!!!!!!!!!!!
