To achieve EMS, you need brother's eyes or just a random Uchiha with MS's eyes?

Actually, it doesn't matter whose eyes they are. Itachi said that transplanting another mangekyou will be sufficiant, but will not always work. It'll just give you a refresh instead of new light. Kinda like getting a new pair of contact lenses. However, the closer the blood bond between the two individuals, the more likely the procedure will succeed, hence the eyes of the brothers.
