Brook finds himself in an odd place, with his SOUL KING attire and sword in hand. He seemed a bit thin, he was a skeleton after all. He carried his usual demeanor, and made his way to his leader, his Nakama. His captain.
"LUUUUFFFFYYYYY-KUUUUN. I see you're eating again, may I have some? I've become quite skinny these last few days.. Oh wait, I'm a skeleton..yohohohoho."
Brook says, as he cracks a skull joke, ones he had done many a times before. However, he knew how Luffy was when it came to food, and probably didn't even pay attention.
"Luffy, I can teach you how to sing."
Brook says, attempting to gain Luffy's attention.
A skinny skull finger is raised, grabbing Luffy's attention to it, as a puff of smoke engulfs the other hand. Summoned with a seal, Brook brings forth his music instruments, the legendary Violin. From another scroll, Brook brings forth a cup of coffee, from a well known teachers' house. The best coffee to ever exist. Despite being a skeleton, Brook could still appreciate the taste of it.

"Despite my grim expression, I am quite excited as well. Luffy-san, tell me, what have you heard about Sound? You've seen me use it before, what can you remember from it? With each right answer..."
Brook says, now becoming more stern, although he always looked like death, and leans in towards Luffy at a 45 degree angle.
"..the more food we'll order after this training."
Brook said, not expecting a very informational answer from Luffy, but he knew that his captain understood the dynamics of many things, especially if it involved fighting and the promise of food.
"Yohohoh. It seems you won't be fully focused until you've fully eaten, Luffy-san. Using my finesse as Soul King, I got some pretty nice deals from the lady at the food store...and.."
Brook leans in closer to Luffy, his legs on the ground but his entire body moved forward in a 45 degree angle.
"..she showed me her panties when I asked! Yohohohoho."
Brook says, as he retrieves a scroll from his pocket, and slams it to the ground. From the scrolls, a large amount of steam is released outwards. However, a powerful smell comes with it. The smell of different types of food, that even made Brook drool. However, it was for Luffy-san. Brook merely stood idle as he watched Luffy, possibly freak out at all the food.

"Yohohoho. Eat up, so we get you singing. I'll make it simple, we'll be fighting as we try out the techniques and talk about them as well."
As Shayde was seemingly easily singled out from the crowd of illusory images, he noticed how Luffy didn't even move from his original position. He simply extended his arm, and grabbed Shayde. This interesting, if odd ability was one Shayde hadn't seen before. The ability to extend ones limbs further than the norm? Very curious indeed.
"What are you made of, rubber? How did that happen? Yo ho ho, he took a bite of Gum-Gum!! So... Hows about letting me go?"
After Luffy had released Shayde from his snake-like grip, Shayde patted himself down, recomposing himself from a rather startling display of Luffy's flexibility. Curious to learn more, yet unwilling to interrupt his students training, Shayde kept any questions about Luffy's body to himself, instead opting to progress with the training.
"Okay, this next one is going to require some kind of tool, object or weapon for you to infuse your Chakra into it. Personally, I prefer Kunai, but you could use it with Shuriken and other similar tools, or swords, and even blunt weapons. The performance of the technique is fairly simple and straightforward, only having you infuse the targeted object with low frequency, high amplitude soundwaves. These sound waves don't directly increase the offensive applications of the targeted weapon, but they do increase the potential for dealing damage to a target. These sound waves, upon the chosen target making direct contact with an external object, will "repel" the other item. To put this into perspective, say you infuse a Kunai with this technique, if your opponent were to try and counter it with a Kunai, yours would cause the others to "bounce off" of it, making your opponents Kunai miss, while yours continues, completely unaffected by the enemy's Kunai. Others ways you could use it include applying it to a sword while engaging your opponent in a Kenjutsu fight, your sword would effortlessly repel the opponent's making it much easier for you to land a fatal blow. However, we're not done yet, cause these vibrations you infuse into your target object have another effect. Say we continue with the Kunai example, but your attack misses? The vibrations that the Kunai give off can "resonate" with you, allowing you to "sense" it in your surroundings. It can be handy if your vision is temporarily impaired, like with a flash bomb, or a Genjutsu, you can still trust where the Kunai will be. If you deliberately place it at your targets feet, or within the area, it could be used to aim an attack at the opponent, should you end up without your sense of sight through whatever means. Anyway, enough of me talking your ear off, let's put it to the test, eh?"
With a single seal, Shayde created a clone of himself, which then drew 3 Kunai, tossing one to Luffy, and keeping two for himself. He then tossed the young man a copy of the scroll containing the Jutsu, just in case he needed to give it a once over before attempting it.

Description: A simple technique where the user touches an object and infuses it with sound chakra, enabling it to vibrate and produce a low frequency, high amplitude sound. The vibrations cause objects to bounce off of the targeted object which is highly useful when fighting with weapons or to make thrown basic weapons resist opposing thrown weapons.. It also resonates to the user if he were to be blind (because of a genjutsu for example), letting the the user know the objects position and what it deflects. It can also be applied to solid objects or structures the user may wish to destroy or, by applying it to the ground or similar, detect what is around him by making it resonate with the same low frequency. The object gets no added power, only the ability to deflect incoming objects that want to counter it.
"Okay, infuse that Kunai with the same type of soundwaves I described, remember, low amp, high freq for this kind of supplemental Jutsu, and throw it at my Clone here. He's going to show you what happens when you try and take it on with a regular Kunai, then one with the same Jutsu applied to it. If he aims it just right, your Kunai should land at his feet, and you can try and sense it's location by feeling the vibrations from your Chakra still infused into it."
Shayde then waited for Luffy to perform the Jutsu, watching vigilantly with his Sharingan.

Okay, wow, a lot of questions. Um, I'll see if I can go through this logically, cause I don't recall asking these kinds of questions in my training, lol.
Firstly, the range of the Jutsu is Short Range. Now, you're applying that to a basic tool that, by nature, has no defined range, so the logical assumption here would be that, if you throw a Kunai long range, it would be able to make you aware of anything within Short Range of the Kunai, like your opponent for example? Only other explanation is that the Short Range is for the "applying it to the ground" usage, and the range of the tool usage isn't listed because of an error? It's a tricky one in my opinion. Maybe you should get a second opinion, if you can, cause I'm lost on that one myself.
Your second question was basically answered just there, that I think the "ground" application is limited to Short Range.
Your third question, about whether or not your Jutsu would affect other, weaker techniques that try and use the ground, yes it would, as when two conflicting Chakra's try to occupy the same object, surface etc, the stronger of the two usually dominates the other.
As for whether or not it's sustained, my guess is if you're channelling your Chakra into the ground, you'd have to sustain it, otherwise it ends, but for the tool application, since you're infusing the chosen object with your Chakra, if it isn't destroyed, my guess is the Chakra simply "lingers" within the chosen tool or whatever, and that's how you're able to use the "resonance" application for detecting things while you're blinded or otherwise visually impaired.
Your next question is relatively simple, if your Kunai has Chakra, and an enemies doesn't, yours would "knock" theirs off course thanks to the vibrations, and you're would continue unimpeded. When it comes to both being infused with the same kind, rank, etc of Chakra, they negate each other. And when it comes to differing natures/ Jutsu, the strongest of the two overpowers the other. So say you use this Jutsu, and you're opponent freeform infuses their Kunai with just E-Rank Fire Chakra, yours would just knock theirs off course thanks to it's vibrations being stronger than their heat, but if they used some kind of A-Rank Fire Chakra infusion, yours would melt upon contact, being overpowered by their Chakra.
Finally, yes, I believe so. Thanks to having training in Sound Release, you'll be able to pick up the sound waves your Kunai or tool gives off thanks to the infusion, unless it's destroyed, or the Chakra within the Kunai is countered, for example by your opponent throwing a Kunai with the same Jutsu infused. Unless that happens, you'll be able to resonate with it, regardless of whether it hits its mark or not.
I know it's a lot to read over, but those are all my opinions/ answers to your questions. I hope they are adequate, and if they aren't, you're more than welcome to get a second opinion. I am also curious to learn when I eff things up. xD
Shayde almost giggled aloud when Luffy likened the infusion of Sound Release into his Kunai to that of making it "slimy", simply because it would make other tools and objects bounce, or "slide" off of it. There was something genuinely heart warming about this sincere, yet unmistakably talented, young man. No wonder, in that illusion from before, he had such a good friend... As Luffy threw his infused Kunai, Shayde's clone did the same with one un-infused with Sound Chakra, both watching as the un-infused Kunai rebounded effortlessly, while Luffy's continued without a single indicator of being affected by Shayde's clones first Kunai. This showed Luffy how "slimy" his own Kunai was. A moment later, the Clone threw the second Kunai, this one being infused with the same technique as Luffy's Kunai. This time both Kunai clashed, and were both knocked "off-course", the clones ricocheting off into the air behind Luffy, while Luffy's rebounded, driving itself into the ground at Shayde's feet. This gave Luffy the opportunity to test out the "resonance" application of the technique, and Shayde let him know as such.
"Okay, seeing how your Kunai landed at my Clones feet, this is the perfect opportunity for you to test out that other application for your tool. Just like with the last technique, the one where you found me while I hid among those illusory me's, close your eyes, this time simply "feeling" for the vibrations coming from your Kunai, instead of enhancing your hearing and manipulating the sound from your breathing."
Shayde gave Luffy plenty of time to do as such, allowing him to close his eyes and open himself up to the vibrations emanating from his Kunai, allowing him to sense the Clone standing next to the Kunai, and say whatever clever comparisons he could come up with. After a few more moments, leaving Luffy to his thoughts, Shayde continued with their training.
"Soooo moving on, this next Jutsu is your bread and butter defence when it comes to Sound. To put it simply, you gather high frequency, low amplitude sound waves, the opposite of what we've been working with up until now, in your hands, then smash them together, kind of like you're playing the cymbals. This creates a shockwave of sound that disperses incoming physical attacks, like Earth and Water Release, basically using the vibrations to break them apart. Since it's pretty simple, I'll leave you to do it in your own time. Oh, and you'll need this, just in case."
Shayde then pulled another scroll from god knows where, and tossed it over to MLoofy.

Yeah, the 'control' aspect of the illusion seems to imply you need to be focusing on your target (meaning it can only be used against a single person and they need to be in your line of sight).

Description: The user gathers Ototon chakra in his vocal chords. He then whistles, releasing a high frequency sound wave, creating a sound similar to a faint buzzing in the target's ear, similar to Ringing Madness. However, instead of causing a foe to become disoriented, it impairs his hearing, making the buzzing the only thing that he can hear, seeming as if the target has bees swimming around his ear. The buzzing drowns any sound out, unless they are exceptionally loud (i.e. great explosions, one yelling directly into the target's ear, etc), making it very difficult for the target to hear incoming jutsus or attacks.
Note: Hearing impairment lasts 3 turns
I quite like this illusion since it's useful for stealth. Focus your ototon chakra into your vocal chords before whistling to release a high frequency sound wave. It will sound like a faint buzzing in the target's ear (anyone within range). For three turns, the opponent will have their hearing impaired and it will seem like bees are swimming around in his or her ear (which is useful for genjutsu combos). The buzzing sound drowns out all sound except extremely loud ones like large or nearby explosions.
(Ototon: Himei Zetsubou no Jutsu) - Sound Release: Scream of Despair Skill

Description: Similar to the (Ototon: Hibiki Rendan no Jutsu) - Sound Release: Echo Assault Skill, the user concentrates chakra into their vocal cords, amplifying his/her voice and lets out a scream, roar or a yell. The effect is a large emission of low frequency, high amplitude sound waves but instead of a forward attack, its manipulated into an omnidirectional sound blast that expands outwards all around the user, pushing attacks and enemies backwards with might.
Similar to one of the techniques you've just learned, you'll release a sound wave with a scream, roar or yell. However this time I want you to manipulate it into a blast of sound that spans outwards from your body omnidirectionally. This will enable it to counter attacks coming from all sides.
(Ototon: Ōkī Hibiki Rendan no Jutsu) - Sound Release: Greater Echo Assault Skill

Description: This is a much greater and focused version of the (Ototon: Hibiki Rendan no Jutsu) - Sound Release: Echo Assault Skill technique in which the user gathers his sound chakra into his throat as he inhales afterwards exhaling as he screams, yells or roars. The resulting effect is a massive forward shockwave of low frequency, high amplitude sound that levels anything in its path. Unlike its weaker technique, the massive power it carries makes it slightly slower, equal to an average equally ranked Raiton technique. Unlike the unfocused nature of its weaker version, its focused almost like a beam, affecting an area of 50º in front of the user. If used within a water source it receives +20 damage.
This is just the stronger version of the Echo Assault Skill. Only notable differences are it's stronger, slower and more focused (will span a small area). Like the parent technique, it will receive a damage boost if used within a water source.
