I think you have the logic mixed up, bud. Age doesn't make you the strongest in the world. How hard you work is what makes a person strong. So that means that there are those who are really strong, and they have other weaker shinobi who are both younger and older.

Like how Jiraiya became a very strong shinobi. But there are those younger than him who are stronger and those who are older and weaker.

That is a poor analogy comparing to a toddler with no fighting experience at all VS A Demigod with enormous power gap. Both Players must have good fighting powers on the same tier in order to properly dissect it.

Like I said before, age isn't factor. Here with Itachi and Shisui, they already reached their prime and fully experience without the MS and they are more than capable of taking out their own clan. After that, Itachi hadn't gotten any stronger. Only reason why Itachi Become more powerful is mainly because he learn how to fully utilize MS. So even then, the current Itachi with 3T is still the same as back then.

In other word, it all depend on the measure which in this case Mukai dealing with 2 Uchiha prodigy was a good matchup.
