Buggy's crew may have the numbers but some of the SH are so powerfull that numbers of avarage fighters mean squat to them. OK maybe the guys from Pirate Dispatch Association are above the marine fodder ut they are not that much stronger that even if 10 of them ganged up on any of the Top6 SH they cld win. Over the time skip they probably got stronget and maybe now they have divisions with Alvida, Galdino, Kabaji, Mohji and several escapees as commanders and if they keep to the first half of the grand line they are a very strong crew for sure but vs SH they surely lose.
