I think Jiraiya's ability to sense is ambiguous; he enjoys the benefit of any other sage power, so we can't toss the idea out that he is incapable merely because we haven't seen it.

So Jiraiya (w/o sense) < Sasuke, otherwise Jiraiya wins.

Even if we assume that Jiraya has the sensing capabilities and reflexes of Naruto he still doesn't dodge Amaterasu. He may be able to see it coming but that means nothing if he doesn't have the actual speed to dodge it.
