I extrapolated Madara's MS abilities from his EMS. He at EMS > Sasuke at EMS. So his MS> Sasuke EMS.

I put a list of only those guys who we have seen fighting. If I did overall I would put MS Indra would be on top. Also Shisui's abilities are good but the time taken by KA to use again is too much. + he got negged by Danzo. So he would be the weakest MS user
