If Sasuke can take to the skies on his hawk before he gets caught in WD, he could win by setting up Kirin. Kisame can always go after him since he can "fly" in his water dome by just swimming upward since the dome moves with him. Kisame is fast enough (when incased in a water shark) to cross the length of turtle island as fast as Gai did so he should be able to catch up and trap the bird in the water dome, at which point it becomes useless. If not, he can leave a clone in the water dome and use subterrenean voyage to go deep into the earth where Kirin won't reach him.
