What tier would you put MS Obito in? Can you give exemple of other characters in the same tier?

Assuming we're talking about his Tobi self and taking into account stuff like his battle against Minato and his rampage as a kid, I'd put Obito around the same level as the Six Paths of Pain, a bit above it maybe.
