Moveable water dome and space/time

if kisame for some reason got tobi into his shark dome,
could tobi still warp away in water? would he warp water with him? Or if tobi wanted to grab ahold of Kisame while he's in his dome, would tobi have to be holding his breath before hand??

He could phase through it to not get init but I don't know if he could if he is caught.
