Well, I honestly did not know something like this existed in the USA. I was watching a movie named Manchurian Candidate (2004) with Denzel Washington and saw something similar to Konoha stones heads, then clipped the image, google image it, and WOW.

The Mount Rushmore National Memorial is a sculpture carved into the granite face of Mount Rushmore (Lakota Sioux name: Six Grandfathers) near Keystone, South Dakota, in the United States. Sculpted by Danish-American Gutzon Borglum and his son, Lincoln Borglum, Mount Rushmore features 60-foot (18 m) sculptures of the heads of four United States presidents: George Washington (1732–1799), Thomas Jefferson (1743–1826), Theodore Roosevelt (1858–1919), and Abraham Lincoln (1809–1865).[2] The entire memorial covers 1,278.45 acres (5.17 km2)[3] and is 5,725 feet (1,745 m) above sea level.[4]

Could it mean that the fire nation represents the United States of America? Democracy?
Does it mean that the Uchiha have no chance of becoming Hokage? At least as long as they don't change their mind?

Yes we honor our great American patriots and leaders. Kishi used it as inspiration because the US is so great. There is also another one, that not even most Americans know about. Stone Mountain in Georgia. It depicts Confederate leaders.
