Who are the most untalented ninja, clearly some ninja are really recognized with their skill(Itachi, Neji, Sasuke, Kakashi, Shikamaru, etc.) but who doens't have talent and falls below .

Lee is canonically portrayted as least talented (asides from gates affinity, but that's like "a step further 3 steps backwards" due to lack of ninjutsu, genjutsu, taijutsu talent and not being So intellect); but he does not fall behind his peers.
