I believe it's either Tobirama or Hiruzen. Your opinions?

Hiruzen. Tobirama has barely showed us anything, so I know why he's underrated.

tobirama, as far as we know he created FTG and edo tensie 2 out of the top jutsu's in NV especially edo tensie. Also is the best water release in NV as far as we know he could create water without any body of water. Who else knows what he can do, well just have to wait.

but it still didn't stop the feat-nazis from saying even Orochimaru or Tsunade can beat him

OT it's between Tobirama, the one who created Edo Tensei and was hailed as the best suiton user and his student Hiruzen who is supposed to have knowledge on every Konoha jutsu
many people tend to underrate them only because we've never seen them fight at 100%

Hiruzen, in my opinion. He's marked down as a fodder far too much.. At least Tobirama has a fanbase. Hiruzen has. .Maybe eight fans on this site.
