Idk the term underrated is really broad....

In the world of the manga Sakura is defiantly not underrated, almost all ninja in her world see her as a powerful kunoichi....

But in our biased world, Sakura is probably underrated by her retarded haters, and the Hinata worshippers....

For me its Asuma, I know he doesn't have any super cool justus but he's a jonin, and as an edo he was considered very dangerous...

Yamato is a good one as well, anbu and 1st hokage powers but not seen to be on par with like Kakashi though, but he got the short stick in the manga....

The Manga Name is Naruto not Sakura,Main Character is Naruto. and chapter 671 just prove that now the story is the story of Naruto and Sasuke bringing true peace not Sakura,the power up was Naruto and Sasuke not Sakura,plus Sakura did not get any Character development. Sakura is the same person that passes Her responsibilities to Naruto and Sasuke instead of grabbing opportunity by the horns.
