I saw threads somewhere about Mei > Mū, zabuza and neji > Mū etc...
So I guess Mū is the most underrated

Zabuza because he still held his own against Kakashi trapping him in a bubble. Konan because she held her own against Obito. She was able to fight off Jiraiya and planned her entire attack against Obito. Both of them had good jutsu they just faced two really skilled and strategic thinking shinobi. I could see Deidara also because he was able to retreive both Gaara and the Sanbi. If it wasn't for him being hot-headed over the Sharingan then he probably could have defeated Sasuke.
