Probably Hidan in this group.

As far as estimating strength....he isn't a Kage and he can't use the gates. All he has is Taijutsu so if you have ranged attacks or godly taijutsu you win.

I hardly take into account his power because I feel there are many who would simply not be hit by attacks....if Kakashi could do it. I'd say several others can.
