In that case Naruto is more underrated for not being promoted to Chunin

He is one of the most underrated shinobi because he isn't one of the main characters or completely OP'ed to the max. The same could be said for all of the konoha 11 (except naruto of course).

They never had time to promote Naruto to a chunin, despite his accomplishments. The people have been preparing for war and having a chuunin exam would be pointless as they need all the strength that they can gather from all of the villages.

Nothing is stopping the Hokage from promoting Naruto to chunin, no exam is needed

Konohamaru... what other Genin did you see handling Hokage lvl fight during the konoha destrution arc besides Naruto? I see a great future for him... he has no bloodline limit, no keikeigenkai, none of the eyes, and yet he took out one of the six paths. I say he deserves more rates than anyone else.
