He is the only one completing his goals, Most other characters have either failed or are still stuck with the same shit they have been trying to do for years (Hashirama killing Madara, Naruto becoming Hokage etc)

Naruto is the most successful He is the only character that has accomplished all his goals so far. The only thing he failed in is bringing sasuke back and that worked itself out. Naruto does not fail or give up.

-Setting procedures for the village
- Peace negotiations

- Defeating Madara

I would say the SO6P, but the SO6P has no reference that he was in politics also. So can't put him above Hashirama.

The ones who achieved temporary peace in the world during their life time are the most successful , soo:
