This has nothing todo with the strongest. The is about the most skilled, Possessing the most abilities as a ninja. Potential, even.
Taking into consideration all of their qualities, not just their offensive capabilities.
Please state your reasons, too.
I'd say Sasori and his Puppets

i agree kakashi and hiruzen are probably the most skilled ninja ever introduced by kishi
itachi would have been top if he didnt have health problems (not a fan boy) just stating facts

True. Madara and Hashirama it is almost proven by Manga. Also I would like to add Obito. Look he was a weak looser, after meeting Madara look how far he progressed.

Well, Kakashi has copied(and can use) thousands of jutsus, so in terms of skill, he has the widest set.

Based on what u said, kakashi (raikiri and chidori, smellin ability, pretty fast and 3 chakra types earth, water, lightening and he is good at them) hiruzen (profesor lot of jutsus and hv 5 in nin,gen and tai)and minato (s/t jutsus, sealings and barriers techs, smart as hell, rasengan, sensory, gud deduction, fast) pre MS sasuke, he was amazin then (chidori variants, mastered d curse seal, gud with shuriken, smart and hv gud analysis, 2 chakra nature gud @ both raiton, gaton.) let me add killer bee bt without d hachibi

if a ninja create his own jutsu from d scratch witout KG, he truly is skilled, dats y i list them first i.e kakashi, hiruzen (i tink he create some jutsus)& minato
i wont consider any shinobi dat depends solely or mostly on his kekkai genkai as skilled e.g hashi, madara, itachi, muu, haku
