I just checked...if I'm not mistaken it is referring to a page in chapter 120. Nowhere does it say that Tobirama was the greater water style user.

I think Throth is wrong. I've always thought this whole 'greatest water style user' thing was just a huge misconception. Although if a I remember correctly, in databook 1 it said he was well known for his water style, which does not equate to greater water style user. In any event, hype shouldnt be used as a basis of argument...I mean just look at what happened to Hiruzen.

I'll argue that Itachi is the 'most skilled' water-realese user purely because his seal speed and molding is best.

He uses elegant, smaller techniques like Suigaiden and bullets.

The big-players are big because they have enormous amounts of chakra.

But in terms of actual ninjutsu-skill, nobody trumps Itachi in execution speed and efficiency.

If we're talking purely in terms of suiton-power, then Kisame is miles ahead of everybody.

His asborption bullet is ridiculously broken and is one of the few jutsu that could give Perfect Susano'o issues.

Itachi has 1 water tech yet u believe he's best. :| Kakashi has better water tech's than itachi,
