Not bad. Personally I think Tobirama is better at Water Release, I mean, Water Style: Explosive Bite of the Water Dragon is THE best Water Ougi in Storm 3.

Yes Kisame's Water Release: Great Shark Bullet Technique can use the opponents chakra/ jutsu against them, but Tobirama didn't make it to the rank of Hokage without having a good intellect and a back up for almost every situation.

Like I said good list, but I still think Tobirama > Kisame.

Kisame has shown the largest water jutsu in the manga. But, Tobirama was supposedly very skilled in that region too.

for me, kisame would be first. he has lots of water jutsus and we saw him using them many times. tobirama is said to be a genius at water release, but ive never seen him prove his skills. ._.

How is he featless we saw him in part1. He created water on a roof out of molecules in the air, and not nowhere near at full strength with someone controlling him. Unlike kisame who pours it out of his mouth. Hashirama and tobirama chakra level is on different level.
