as danzo said, the anbu would just complete the mission even if he turned it down.... and if they did They would kill Sasuke..The only way he could ATLEAST protect sasuke was doing it himself.. this was the offers he had...

so.. he did what he had to do to protect his brother and the village , it was either let sasuke die who was innocent in this , or sacrifice his entire life and let him live

oh yes, that is quite true. He still stands as selfless. It not being his idea doesn't take that away from him. I mean, the trauma, the pain, the loneliness and the outcast/outlaw-status he got as a consequence no doubt demonstrates his selflessness and he's clever on the part that by doing it himself he managed to save his brother too. But that's not where I find his action stupid. I find his egging on of Sasuke to become an avenger to get the power of his eyes the stupid part as that was a selfless act that did not successfully result in any good.

I find Minato and Hiruzen selfless action more vote-worthy because their sacrifice was about doing something good to others to save them rather than trying to achieve the good through performing necessary evil as well as it being intended to save the world and not just the village (only in Minato's case). Naruto is the one exception in Minato's actions though because Minato technically did a necessary evil unto Naruto to save the world, and he did do it through the evil of putting the demon inside the baby. But Minato had a double-intention - the positive part of the intention being that he was equipping Naruto with the power to save the world.

Itachi did something similar by egging on Sasuke to become an avenger so that he could be equipped with the power to survive (survive the likes of Danzo/Madara etc), but this positive intention is so much smaller than saving the world. Itachi's positive intention was only to save the life of one person - his brother (and maybe also to kill Madara/Tobi - a greatly evil person but at this point Itachi did not know he was a threat to the entire world in the way Minato did), whereas Minato's positive intention was to save all the lives on the planet. In addition, Minato's selfless act was actually successful, whereas Itachi's wasn't as effective. They're both still selfless, just that one is more positively selfless than the other and that's why I'd like to vote for the more positively selfless one.

naruto does everytin for his village and even those he never knew before,minato sacrificed his life and the future hapiness of his only son for the safety of konoha village, but itachi killed his family members to save the village from a bloody war.minato and itachi goes head to head for me but itachi wins cos he had to suffer the tag of a super villian and s-rank criminal

If you want to add Lee Maybee consider Hinata?! I mean she's nearly died twice and has helped others along the road....Maybee her degree of sacrifice has never been carried out as far as others, but she still was willing to do so despite having no strength compared to those on the list.....

Also Kisame is a good choice....the guy killed himself (very brutally) for his teammates....and i mean even with his Intel I doubt the outcome would've been different. He still wouldn't have known of Edo Tensei I don't think....and even if you know what Zetsu is up to doesn't mean you can't detect him....

Buuuut from your list I'd say Jiraiya....of all the people he was the only one who had an option to turn around. He didn't.
