imo it's Jiraiya, he could easily have escaped that situation and only went back because he wanted to stop Pain so much. he threw away his life so that Pain could be beaten. the others (with the exception of minato) were basically cornered into sacrificing themselves (although it doesnt make their choice any less noble, bar danzo who was already done for). Kisame's sacrifice was a very selfless one as well
