Well I would like to know who you guys would delete in order to place your character in this list, otherwise I cant compare.

I'd delete 4th raikage and Hanzo for mu and mizukage

For gaara idk I was thinking kisame but idk who would win tht fight (in manga it's been proven gaara sand isn't effected by water when him and Mei combined there attacks with A lighting to make some water lighting sand thing and it proves tht lighting and water isn't gaara weakness piercing attacks is his weakness and oil because it breaks apart the compounds in the sand) kisame with samanda idk who wins between him and gaara
Without I'd say gaara expecally sense kisame strongest move would be ineffective cuz gaara's attacks arnt really jutsu he's just moving sand plus he could seal kisame but idk

Tsunade is at least in the top 20.

Her taijutsu is unparalleled by anyone in the narutoverse (except for GAI). Her healing a whole village, and 4 other kages twice is also unparalleled.

Taking killing blows from the second strongest ninja and still surviving counts for something too.
