it would probably be hashirama, the sage, or minato. i dont think it was itachi because as well known as these people. platoons of enemies were told to run if they even saw minato because he was such a great ninja. Ay praised him, all of the konoha loved him (ironic how they hated his son lol). hashirama for obvious reasons, the sage for obvious reasons. i didnt put madara because i feel like he was mostly feared for his strength and not really praised
