Most powerfull ninja village?

i think even if we judge from before pain attacked leaf village that the Village Hidden by Clouds is the strongest village due to powerfull kage, jinchuriki that can control the tail beast and the fact they have kept up there military forces between the wars (as stated by the Tsuchikage).

I think it goes:

Hidden Leaf strongest from the beginning.
Hidden Cloud strongest after the invasion of Pain arc
Then back to Leaf being the strongest after KM Naruto.
