You're right...i'm afraid it has to go to Kisame due to Tobirama's lack of feats.

I'm surprised no one ever considers Mei. Based on feats I'd put her above Tobirama - he hasn't really impressed me in the suiton department to be honest.

She pretty much replicated his greatest feat (water wall + dragon in an area with no water) to a much grander scale. Kisame's great and all but you have to take into account his monstrous chakra reserves - its the reason why his suiton it of such a great scale.

Kakashi is a water style user, even if that isn't his primary element. DMS Kakashi >> Kisame and Tobirama any day.

The question is "most powerful water style user?" - this to me is asking who is the most skilled. If we're talking about who has the most powerful water style techniques, that is a different story. If the OP is asking from a techniques point of view then your right.

Mei has better feats than Tobirama, I'd say she's second behind Kisame.
