yea which was when naruto was caught off guard and had only a portion of his whole chakra plus did not go all out. going all out is when he actually uses all his powers aka summons ma, pa gamabunta and his whole toad army plus when he has all his clones fighting against one person that is the full power of naruto not only one portion of naruto's power which was what he was at while he was against nagato. he was everywhere in the battlefield not only using it for one person and now he has almost unlimited chakra with ninetails joining him

Well we only know the abilities of 2 Uzumakis (NAruto and Nagato) and a little about Kushina... so we don't really know the power of an Uzumaki clan member, those mentioned above were all raised outside their village.
We have no idea of how strong the Uzumaki clan leader was, what abilities did he posses, how efficient was he able to use seals in battle and so on... so the true potential of the Uzumaki was never shown (Naruto has the Kiuby and Nagato was given the Rinnegan)
From those we know... i think Nagao... but Naruto will surpass him soon.
