I'd say the fact it rocked Jose despite being held back is enough proof of its power. Laxus failed because he found FT his allies. Makarov stopped because Grimmore Law would have countered him and caused more destruction.

The Solar Kamehameha can destroy a solar system so i wonder what other superior waves like the True Kamehameha, Final Kamehameha, and the Big Bang Kamehameha could destroy. The Turtle Wave is pretty hax.
