Dust Release isn't a Kekkei Genkai, it's a Kekkei Tōta. It's more powerful than any elemental Kekkei Genkai. Aside from Mokuton.

The obvious answer is the Rinnegan, but out of that list it's probably Wood Release or Lava Release. Particle Release is an outlier, so idk.
